About the national identification number (My Number) system

All people with a resident certificate in Japan, including non-Japanese residents, are assigned a 12-digit national identification number. This number is used to help confirm that personal information which exists at multiple institutions in the fields of social welfare, taxation and disaster response pertains to the same individual.

How to check your national identification number

You will be issued with a national identification number when you first create a resident certificate in Japan, and will receive a notification card in the post informing you of your number. This notification card contains your national identification number, enabling you to check it for yourself.
If you do not have your notification card at hand, you can have your national identification number listed on your resident certificate, so you can also use this to check your national identification number.

Benefits of creating a national identification number card

  • You will be able to pick up resident certificates and seal registration certificates at convenience stores, etc.
  • You will be able to use it as a form of personal ID.
  • Those who registered an assumed name will have this assumed name listed on their national identification number card, meaning it can be used as a form of proof of this assumed name.
  • You can use it as a document to prove your national identification number in situations where you need to declare your national identification number.

How to apply a national identification number card

How to apply by post

You will receive an application form for the national identification number card with the notification card.
To apply, please attach a photograph of your face to the application form, write the date and your name, and enclose only the application form portion in an envelope.

How to apply online

You can also apply by using a smartphone or other device to scan the QR code of the notification card. In this case, you can use your device's camera to take a photo of your face for the application.
If you do not have your notification card at hand, please visit the Family Registry Division counter of the ward office of the ward in which you currently live to receive an application form containing this QR code.

How to apply at a ward office counter

You can also apply at the Family Registry Division counter of the ward office of the ward in which you currently live. When applying, please bring the following with you.

  • Resident card or Special Permanent Resident Card
  • A form of personal identification, such as a National Health Insurance card (something which can be used to confirm your name and address or name and date of birth)
  • Photo of your face(3.5 cm*4.5 cm)
  • Notification card (if you have it at hand)

How to receive your national identification number card

How to receive your national identification number card in the event you applied by post or online

Once your national identification number card is ready, you will receive a notification card in the post. Please come and collect it at the Family Registry Division counter of the ward office of the ward in which you currently live.
When coming to collect your card, please bring the following with you.

  • The notification card you received in the post
  • Resident card or Special Permanent Resident Card
  • A form of personal identification, such as a National Health Insurance card (something which can be used to confirm your name and address or name and date of birth)
  • Notification card (if you have it at hand)

How to receive your national identification number card in the event you applied at a ward office counter

If you applied at a ward office counter, your national identification number card will be sent directly to your home in the post.
Only the person in question may receive the card.
Please have your resident card or Special Permanent Resident Card ready to prove your identity when receiving your card.
